A site on a builder or an old theme can still work. It cannot if every change needs a developer, pages cannot be added cleanly, or the editor fights the content. We check whether the stack can take the next two years of the business.

Service pages cannot exist, or everything important lives on one URL.
One homepage trying to rank for five services will not convert or rank. If the hierarchy is wrong, patches on the same URLs keep failing. A rebuild is a new map, not a new coat of paint.
Fix if
The pages exist and load. The offer and the path are what fail.
Vague copy, no proof, no single action. That is a fix. New design on the same sentences converts the same. We do not rebuild a site because the headline is weak.
Rebuild if
Mobile is broken or speed cannot be fixed without replacing the theme.
A slow template that cannot pass Core Web Vitals, or a layout that breaks on a phone, is a foundation problem. Patching CSS on it is a delay.
Fix if
Indexed pages already get impressions. Do not throw the URLs away.
A rebuild throws away URLs, titles, and whatever rankings exist. If something already gets impressions, we keep it and fix around it. A redesign that ignores redirects is how sites lose the traffic they had.
Rebuild if
You cannot edit, export, or recover the site.
If the freelancer left with the logins, or you cannot export the content, the practical answer is a rebuild. Not because the site is bad. Because you do not control it.
Three quotes on the table usually means three rebuilds. Nobody checked Search Console, the form, or whether the current pages can be edited.
